The 2nd Advanced Thematic Forum on International Refugee Protection: Protection of Women and Children Displaced by Armed Conflict (‘the Forum’) is organized by the Refugee Law and Migration Center at the Iustinianus Primus Law Faculty, the United Nations High Commissioner for Refugees – Representation in North Macedonia and the International Institute of Humanitarian Law of Sanremo, Italy, through its Department of International Refugee Law and Migration Law.
The Forum will convene academic experts and practitioners from the area of refugee protection, particularly those with competencies and focus on the protection of women and children displaced by conflict. The audience and experts will be invited to submit their recommendations to guide the advocacy efforts of protecting refugee women and children in the European context.

Objectives
The overall objective of the Forum is to promote the dissemination of information and best practices on the Protection of Women and Children Displaced by Armed Conflict.
The specific objectives of the forum are:
- Raise awareness and share best practices and obstacles to access protection for women and children displaced by armed conflict;
- Raise awareness on how conflict affects women and children and how international (humanitarian, human rights, refugee) law protects them when affected by conflict;
- Promote integration of women and children displaced by conflict by suggesting stakeholders relevant to its facilitation and by sharing best practices;
- Produce advocacy recommendations from participants to all relevant stakeholders to facilitate the protection and integration of women and children in forcible displacement.
Methodology
The one-day online Forum will be delivered on Wednesday 16 December 2022 via Zoom for Education.
It consists of four interactive virtual sessions, each in the duration of 90 minutes. Each session provides an overview of the subject and invites participants to share recommendations and best practices with the guidance of experts and moderators.
All expert facilitators of the Forum will prepare a one-page abstract of their session before the event, which will be made available to the selected participants. Participants are encouraged to take active participation in the virtual sessions to enrich the discussions and advocacy recommendations extracted.
Prior to the Forum, participants are referred to a Moodle-based Online Learning Platform, where they gain access to reference materials, collections of good practices and possibility to submit questions for the experts. The materials serve as preparation for the participants for the live event. Throughout the Forum, participants and expert facilitators are invited to share best practices and experiences regarding the main topics and issues of the Forum.
Participant Profile
The Forum invites applications from:
- Government officials with competencies on refugee protection, particularly those specializing in gender-related persecution and child protection;
- Members of academia who teach or conduct research in refugee protection in the context of women and children displaced by conflict;
- Members of civil society engaged in refugee response in the field, particularly with specialized focus on women and children;
- Members of international organizations such as UNHCR, IOM, UNICEF, UN Women and others with particular competencies and expertise on protecting women and children in forcible displacement.
Given the geographical focus of the Forum on the European context, the Forum will prioritize applicants coming from European countries. Given the advanced character of the Forum, applicants with previous experience on the topic will be given preference in the selection process. Participants will be selected on a competitive basis and participation does not involve a registration fee.
